According to the data given on this page, I believe that Singapore is in stage four of the demographic transition model. Stage three of the DTM is when there is a decreasing birth rate and a continually falling death rate. In the information given you can see that the birth rate is 8.1 while the death rate is 3.42, because of these numbers, Singapore cannot be placed in stage five because Singapore does not have a death rate that slightly exceeds it's birth rate.
